Federal Government Signs Agreement with AfriHUB-Zinox to provide ICT Sustainable Intervention at Tertiary Institutions in Nigeria.

The Federal Ministry of Education and National Universities Commission (NUC), today, signed a Memorandum of Agreement with two Primary ICT Service Providers in Nigeria, AfriHUB Nigerian Limited, and Zinox Technologies, to take leadership in implementing several government reform policies related to ICT intervention at all Federal tertiary institutions. The Public Private Partnership (PPP) program will involve no direct government funding, but provides multi-year exclusivity allowing the partners and local banks to fund the target initiatives under cost recovery model.
  • Remodelling or development of building space, with minimum 2000 square meters
  • Provision of computer equipment, P4 or equivalent, with 500 count minimum
  • 15” flat panel monitors (TFT’s), with high graphical resolution
  • Minimum 5 fully equipped, multi-media classrooms, each with 30 computers
  • Complete Software Resources allowing for the following services and activities:
-- Community Information Resources
-- e-government processes
-- e-commerce with global reach
-- Research,
-- e-learning,
-- Biotech processing
-- telemedicine, etc
  • Cyber Centre with minimum 100 computers for digital access and virtual library
  • ICT help centre for students and staff, with technical coverall during regular hours
  • C-band VSAT connection with 1.5 MPS Bandwidth
  • Air conditioning units sufficient to provide cooling for all relevant spaces
  • 50KVA backup generator (Minimum)
  • 24 hour security for the facility
  • Conveniences, within the centre with regular cleaning
Worried about the poor ICT readiness at Nigerian Tertiary institutions, the Minister of Education Mrs. Obiageli Ezekwesili, had carried out what seemed to be a war against decay and waste in the system. In the Ministry’s publication of the education vision for the next twenty years, the minister had stated President Obasanjo administration’s goal is to “see schools where classrooms are conducive to learning and inviting with access to water and electricity on a 24 hour basis. The Teachers are well trained using state of the art instructional materials. All subjects have an ICT component with every Nigerian child and teacher having access to a computer”. Recognizing that the decay in infrastructure and equipment cannot be address as in the past where institutions were forced by the need to “do something” into bringing in piece-meal approach towards solving the problems, the Federal government has mandated the selected operators to provide the necessary infrastructure, manage and operate the facility for each institution for a period of five years. Services to be provided include:
  • High speed Internet access - day and night
  • Wireless Internet services (Wi/Fi), covering campus perimeter
  • IT training - ICDL equivalent for students and staff
  • ICT Certification program
  • Edu-Portal allowing for course content management
  • E-Learning and Digital Library Services
  • Career counselling & preparation
  • Complete business centre services
The operational framework will allow the Federal government to see a rollout of world-class ICT centres at several institutions using tested and functional model already demonstrated, deployed and managed by AfriHUB at four universities in Nigeria, and supported by Zinox Technologies’ national brand of computer and UPS equipment. AfriHUB has already entered into Public Private Partnership (“PPP”) with some Nigerian universities to establish American-style and quality Information and Communications Technology (“ICT”) Parks on campuses throughout the Country. Each ICT Centre consists of a world-class cyber centre with at least 300 computers, a high-speed cyber centre, four or more fully-equipped state-of-the-art classrooms for instructor-led technical training, and wi-fi cloud around the university campus.
This nation-wide rollout mode, replicating and improving on the existing framework, therefore calls for specific task order by the partners including:
  • Provision of first-rate services as specified in terms of agreement
  • Coordination with Federal Institutions in procuring funding from Financial Institutions towards the execution of the ICT Centre project
• Provision of all plans and direction on the construction, building and development of the ICT Centre;
• Renovation of the building per Centre standards using available institutional space (2000 square meters minimum)
• Provision of all technical consultation and direction for the project.
• Provision of right of use to Partners’ intellectual property right and goodwill.
• Provision of appropriate specifications using Partners’ proprietary scale, formula and skills for all build-out.
· Sourcing of all necessary equipment, software, bandwidth, furniture, network, material, etc needed to set up the operation.
• Installation of all equipment; Testing and putting same into operation.
• Staffing the centre with best in class, certified and trained technical, management, and operational personnel using proprietary skills
